If you have oil and gas wells on your land, we strongly encourage customizing the letter to share stories about what you believe needs to change in how the RRC oversees unplugged wells. Include any suggestions for improving the public experience.
The anticipated deadline for feedback is 5 p.m. on Friday, November 13, 2026.
Input can also be submitted directly to public_comment@rrc.texas.gov. If you choose to email the RRC directly, please include “SB 1150 Rulemaking” in the subject line.
What You can do to address orphaned wells
Responding to a mandate from the Texas legislature, the RRC is developing rules to require that wells over 25 years old cannot remain inactive for more than 15 years before they are plugged, as opposed to remaining inactive indefinitely, which is often allowed today. These changes will help ensure these long-term inactive wells are properly plugged and that operators do not leave their messes to surface owners and taxpayers. We need your help to make these new rules stout and free of loopholes that allows companies to avoid plugging their wells indefinitely. Take action now to tell the RRC you want them to pass strong rules and to share your stories about how these wells impact you. We urge you to submit comments before DATE in support of strong, well-enforced rules.
You can also contact Reagan Stone at info@texasorphanedwells.org who can provide more information and help you share your story.
